Gender-based violence can be traced throughout history from the earliest accounts of war to modern-day Sierra Leone. The Vienna World Conference on Human Rights (1993) adopted a Declaration on the Elimination of Violence Against Women. While this declaration is not legally binding, it recognizes violence against women as a human rights issue. There is no future without forgiveness, but at the same time perpetrators of crimes must face consequences. Likewise, victims--particularly women--must know their rights and their value both in the courts and in the eyes of a loving God.
